Hybrid short/long horizon

Background: The flow-field method has weaker performance at short forecast horizons (h=1-10) compared to methods that explicitly model recent country-specific momentum.

Question / Future Work: A natural extension is the development of a hybrid system that utilizes time-series short-horizon forecasts to capture recent momentum and then transitions to the flow-field dynamics for longer horizons.
